Erin Vance has been with the Service for four months when she is assigned to Estate Disposals and given the filing: sixty-three Category C properties, forgotten so thoroughly that no one is certain they still exist. Most can be closed from a desk. One cannot.
Property C-41 is a house in a village in the Kamianka district of Transnistria, a breakaway territory in Eastern Europe that no United Nations member recognises as a country. The file shows a maintenance receipt from 1989, an unanswered cable from 1992, and a memorandum from someone who signed himself J.M. that says the matter will be revisited. It was not.
When Erin reaches the house, she finds it occupied. Andrei Petrovich Lazarenko — codenamed Magpie, recruited in Brussels in 1962, deployed to the safe house in 1971 — has been waiting for the order to stand down for fifty-three years. The radio in the cellar has been checked every Tuesday. No order has come.
Erin is not authorised to issue the order. She issues it anyway. The report she files on her return says the house was empty.
