Overview
An experienced intelligence officer arrives in Chişinău, Moldova, with a straightforward assignment: cultivate an American energy infrastructure contractor named Ellis and extract intelligence on Moldova’s power grid vulnerabilities. She is good at her work. She is trained, patient, and methodical. Over several months, the operation proceeds.
The story is told in numbered sections, each one a phase of the cultivation. The conversations in the flat on Vlaicu Pârcălab, the walks along Ştefan cel Mare Boulevard, the gradual construction of trust — all of it proceeds as planned. The intelligence is good. The officer’s reports are well received.
In section VII, Ellis tells her something. He tells her he recognised her on the first day. He tells her his company position does not exist. He tells her, quietly, that she was not running an operation. She was the operation. The longest conversation in the story is the one that has been happening all along, and she was not the one asking the questions.
